CCFD is a nonpartisan Pennsylvania Nonprofit Association composed of lawyers, mathematicians, engineers, geographers, GIS experts and other activists fighting to end partisan gerrymandering in Pennsylvania.
Our methodology in developing design standards involves the use of legal principles, geographic information system (GIS) mapping and computer science. These design standards, rigorously applied, will create fair and neutral electoral districts. We are educating legislators, as well as the public, about these design standards which can be implemented by any redistricting body, whether legislative committees or an independent commission.
CCFD is organized by Brian A. Gordon, a former Lower Merion Township Commissioner, former candidate for U.S. Congress and currently a practicing constitutional and trusts attorney in the Philadelphia area.

Extreme partisan gerrymandering is subverting democracy in Pennsylvania. The Pennsylvania Legislature has made a mockery of democracy by manipulating the redistricting process that gave a party with 48% of registered voters control of 72% of Pennsylvania's US Congressional seats. Even with recent changes in redistricting, gerrymandering remains a threat to our democratic system.
Our mission is to end gerrymandering.
We have developed a neutral methodology for fair redistricting based in great part on the principles in our state constitution and the 1911 Reapportionment Act.
We have provided legal and strategic expertise to past litigation and are preparing legal action to stop future gerrymandering in Pennsylvania after the 2020 Census .
We have briefed and are continuing this outreach to Pennsylvania state legislators on both sides of the aisle to educate those in charge of redistricting that there is a fair and nonpartisan answer to the gerrymandering problem.
We have provided our work to Governor Wolf’s Redistricting Reform Commission, which has been incorporated into the commission’s final report.
We are also presenting our work on various public and professional panels. CCFD has organized a continuing legal education event for May 2020.
